Commercial Heat Exchanger Repair

Aside from what the code book states, are there any TSSA bulletins or documents with regard to repairs of commercial/i dustrial heat exchangers? Code states they may be repaired in accordance with the authority having jurisdiction. 
Specifically can a heat exchanger on a commercial make-up air unit be welded even if the manufacturer does not have a procedure for it and does not endorse it?
My  opinion would be no but am wondering if the TSSA has a written policy.

I believe I found the answer in FS-099-07

Interesting, that Advisory was not posted here.  I noticed it says,

To apply for the required approval of the repair procedure, the following shall be submitted to the Director of Fuels Safety Program, by completing a variance application form:
1. Complete description of the repair process. Where the process includes welding, include the welding procedure in the CWB or ASME format;
2. Make and Model of the appliance; and,
3. Letter from the appliance manufacturer accepting the repair procedure. If the manufacturer is no longer in business, the repair procedure shall be reviewed and accepted by a Professional Engineer.

I also got some info from the manufacturer.
They do have a procedure for welding there heat exchangers
