New central AC, condensers and SEER2 ratings vary on competing quotes

I live in SE Florida, 1900 SF single story home.  Getting some central AC replacement quotes.  One company quote shows 15.2 SEER2 Rheem with condenser RA14AZ48AJ and air handler RH2TZ4821STAN.  Another quote shows 13.8 SEER2 Ruud with condenser RA14AZ48 and air handler RB2TZ4821.  I know Rheem and Ruud are both made by Rheem.

The condenser models look like the same part.  How can one sytem be quoted as 15.2 SEER2 and the other (with the same condenser) be quoted as 13.8?  Also, when I download the specs for the condenser, on the first page it states "up to 16 SEER2", but then all the lines below show different values either 14.3 or 13.8, but nothing ever showing 15.2.

I'm an engineer and I like to understand things, and getting these different quotes with numbers that I cannot verify is concerning.  I would like to know what I am purchasing.
