QuoteThe Technical Standards and Safety Authority (TSSA) adopted the 2007 supplement to the national Natural Gas and Propane Installation Code (B149.1S1-07) on August 1, 2007. A major change to the code supplement is that all plastic venting will have to be certified to ULC S636.

There may be situations (homebuilder and condominium builders) where the vent is installed in advance of the appliance and its activation. Under the circumstance where the vent is installed before August 1, 2007 and the appliance is installed and activated after August 1, 2007, the date in which the appliance is activated is the determining compliance date. In order to assist builders in this situation, TSSA released the Advisory FS-102-07 to indicate the variance conditions for vent systems that were installed prior to August 1, 2007 but the appliance not installed and activated until after August 1, 2007.

To facilitate the review process and ensure timely response for this variance, ensure that the application is submitted with:
• Fee of $560 per building or multiple unit housing development;
• Location (address/lot number) of each building or housing unit;
• Declaration that the plastic venting was installed prior to August 1, 2007;
• Confirmation of the installation dates from the contractor who installed the plastic venting, and their contact information; and
• Confirmation that the vent was installed in accordance with the appliance certified installation instructions.

Variances approved under Advisory FS-102-07 may be subjected to safety audits by TSSA.

Notes:
1. Buildings or developments housing multiple units will be treated as a single variance.
2. If units need to be added after the variance has been approved, TSSA can treat this as an addendum to the approved variance provided the conditions of the variance are satisfied and TSSA is notified of all units to be added
3. Applications or addendums for this variance will not be accepted after November 30, 2007 as this variance addresses a phase in period.
