Fujitsu split mini ac unit

 I took it upon to try and clean one of my units. I thought I switched off the breaker for the unit I was cleaning but it wasn't the case. The labeling within the breaker box were switched with the living room ac unit versus the bedroom units. I disassembled, cleaned, and started putting it back together when the black and white wires accidentally touched. It sparked with a pop sound and the lights went out for like a sec. Now, since both upstairs units are connected to a certain circuit, none of them turn on. I checked the wires voltage with a multimeter and they read low. Black and white wires reads about 1.8 and red wire ranges from 14-18. Both units read the same. If you have any input, it would be greatly appreciated.

Ductless AC systems are typically wired as follows,

Line voltage from the panel to the outdoor unit, line voltage then is fed from the outdoor unit to the indoor evaporators.  You have likely blown an inline fuse at the outdoor unit,

Is that fuse that you're talking about within the condenser? I took the cover off and seen an upside down motherboard. I didn't want to disassemble more before I do something that I'm not suppose to. For more info, I have a non fuse disconnect, which is more like a switch. I tested the wiring that connects the disconnect to the breaker and disconnect to the condenser, and they both read around 120V. I suspect there's a connection from condenser to indoor unit where power is not going through the wiring to the indoor units. Is that the case about the inline fuse that you mentioned?

it could be a fuse on the control board, some of those fuses are soldered in place unfortunately.  Identify the wiring from your disconnect to your outdoor unit, should be labeled L1/N or L1/L2.  Then identify the wiring that connect the indoor units to the outdoor unit.  The indoor units almost always have power present to them at all times, they communicate via DC voltage.  each indoor unit is usually protected by a fuse.  pictures or models and serial numbers would help.

I took the front panel to expose the wiring. Again I didn't want to disassemble more because I didn't want to do something that I'm not suppose to do. With the panel off I can see a little more into the motherboard. I can see three red blinking lights. They all blink at the same time and at a steady rate of maybe once every 2 seconds.

page 212 has the wiring diagram

bottom left details Unit A, Unit B, Unit C

White and black wires come off the "Printed circuit board (filter)" on terminals W6 & W7, two 10 amp 250 volt rated fuses are in series with the power to Unit A, Unit B, Unit C. 

That would be the first place I would look at,
